Code P2119 indicates that the engine's computer (PCM) has detected that the electronic throttle body is not operating within its expected range of motion or performance. In modern vehicles, the throttle body is controlled entirely by electronics — the PCM commands the throttle to a specific position, then checks whether it actually arrived there. When the actual position doesn't match the commanded position, this code is set.
The most common reason is simple carbon buildup inside the throttle body. Over thousands of miles, oil vapors and combustion byproducts coat the throttle plate and bore, causing it to stick or move sluggishly. A thorough cleaning with throttle body spray often resolves the issue entirely. If the throttle body itself is mechanically worn, replacement is necessary.
This code typically puts the engine into limp mode, which means you'll have very limited power — usually enough to safely drive to a repair shop but not suitable for highway driving or extended use. After any repair, a throttle body relearn procedure must be performed, which requires a scan tool to reset the PCM's learned idle and throttle positions.

The built-in TPS sensors that report throttle plate position can develop dead spots or drift, causing the PCM to detect that the throttle is not where it should be relative to the commanded position.
