The P2106 code means the PCM has forced the throttle actuator control system into a limited power mode. This is a safety code — the PCM has detected a problem that could be dangerous at full power, so it restricts engine output to a reduced level, typically limiting the vehicle to around 25-45 mph. This is commonly known as 'limp mode' or 'reduced power mode.'
Unlike P2104 (forced idle, no acceleration) or P2105 (forced shutdown), P2106 allows limited driving — enough to get you off a highway or to a nearby repair facility. However, the vehicle will be severely underpowered and should not be driven in normal traffic conditions any longer than absolutely necessary.
