When the PCM commands the TCC to lock up (typically at highway speeds), it expects the engine RPM and transmission input shaft RPM to match. If the converter fails to lock or slips significantly, this code is set.
The primary effect you'll notice is reduced fuel economy, because without torque converter lockup, the engine has to work harder at highway speeds. You may also notice slightly higher RPMs than normal during cruising, and possibly a subtle shudder. While this code won't leave you stranded, the reduced efficiency and potential for further transmission damage make it important to address.
A transmission fluid service resolves this issue in a surprising number of cases, especially if the fluid is dark or has not been changed on schedule. If fresh fluid doesn't help, the TCC solenoid is the next most likely cause and is a much less expensive repair than replacing the torque converter.
